Today, 16 Jan 2025, the Prime Minster has announced the Hon Amanda Rishworth MP as the new NDIS Minister following the early retirement of the Hon Bill Shorten MP. Minister Rishworth is the MP for Kingston in South Australia and has been the Minister for the Department of Social Services (DSS) since 2022. Minister Rishworth will continue in that role in addition to the NDIS Ministry.
In addition, Dr Anne Aly MP will become the Minister Assisting the Minister for the NDIS. Minister Aly is the MP for Cowan in Western Australia and has been the Minister for Early Childhood. Minister Aly will continue in that role in addition to the Assistant Minister within the NDIS Ministry.

Prime Minister, the Hon Anthony Albanese MP said:
“I once again pay tribute to Bill Shorten for his decades of service and the tangible positive difference he’s made to the lives of Australians all over the country and to the NDIS.”
The Minister for Social Services and the NDIS, the Hon Amanda Rishworth said:
“As Minister for Social Services I have worked in close partnership with Minister Shorten across the disability sector over the past two and a half years and I have immense admiration for his achievements.
Minister Shorten has been a passionate and tireless advocate for people with disability – and leaves big shoes to fill.”
The Department of Social Services has been leading many of the current NDIS policy reforms, including the introduction of Foundational Supports.
In addition to the above changes:
- Minister Shorten’s profile of Government Services (Services Australia / Centrelink) is being handed to the Finance Minister and Katy Gallagher. Minister Gallager will continue in that role in addition becoming the Minister of Government Services.
- Anika Wells MP, Minister for Aged Care and Minister for Sport, has been promoted to the Cabinet.
